본 연구는 이민현상에 대한 지방정부의 정책적 대응으로서 지방정부가 자율성을 가지고 추진하는 외국인 정책을 분석하여 중앙정부와 지방정부 간 상호보완적인 이민정책 모색에 갖는 시사점을 도출하였다. 연구는 제3 차 대전광역시 외국인정책시행계획(2018-2022)의 유학생 대상 정책을 중심으로 정책예산, 정책내용, 정책체계에 대한 텍스트분석을 통해 지자체의 자율성, 중점 분야, 정책적 지향성 및 지역사회 거버넌스를 파악하였다. 분석 결 과 대전시는 관내 핵심이 되는 유학생 집단에 대한 정책적 지원 및 잠재적 유학생 확보에 자율적·선제적으로 대응 해 왔음을 알 수 있다. 더불어, 대전시 외국인정책은 수직적 거버넌스에 의해 추진되고 있는데, 추후 지역중심 정책 의 지속가능성을 위하여 지역 내 보다 다양한 주체들과의 협력체계를 구성할 필요가 있다. 본 논문은 향후 지역기 반 이민정책에 대한 실증 연구들이 지방정부의 자율적 대응방식을 살펴보는 데 구체적 방법론을 제시하였다는 점 에서 의의가 있다.
This research addresses local government autonomy in immigration matters by examining foreign resident policy as developed at the discretion of the local government in order to improve the complementary relationship between the local and central governments in immigration policy. Focusing on policy for international students in the Third Foreign Resident Policy Implementation Plan (2018-2022) of Daejeon Metropolitan City, we conduct a textual analysis of the policy’s budget, content, and structure, and examine the degree of local government autonomy, its various foci, policy orientation, and local governance structures. Our findings indicate that Daejeon has been autonomous and proactive in attracting and providing policy support for its international student population, as the city’s core foreign demographic group. While Daejeon’s current immigration policy governance is primarily vertical, it is advisable to partner with more diverse regional actors to organize a collaborative system for locally-based policy sustainability. This study is significant in that it provides a concrete methodology for examining local government autonomy for future empirical studies of locally-based immigration policy.
