한국사회는 다문화 시대로 나아가고 있다. ‘다문화 사회’란 일반적으로 다양한 문화나 민족, 인종이 한 사회 안에서 함께 살아가는 사회를 말한다. 우리나라 국내 체류외국인은 2019년에 250만 명을 넘어섰다. 이것은 대한민국 전체 인구의 4.9%에 해당한다. 통상적으로 체류외국인의 비율이 5%를 넘게 되면 다문화사회로 분류한다. ‘코로나19’ 팬데믹이라는 특별한 시대적 상황이 없었다면, 한국사회의 외국인 체류 인원이 5% 이상을 넘어선다는 것은 시간문제였다. 따라서 이제 한국은 다문화사회의 바로 문턱에 놓여있다고 말할 수 있다. 정부는 다문화사회를 맞이하면서 사회 통합을 위해 노력하고 있다. 그런데 아직 기대에 미치지 못하고 있다. 이제 한국교회가 다문화 사회의 통합을 위한 역할을 해야 할 때이다. 그 방안으로 기독교사회복지의 실천이 있다. 따라서 4가지 관점에서 기독교사회복지의 역할을 제시하였다. 첫째는 ‘이웃 사랑’의 실천자로서의 역할이다. ‘이웃 사랑’은 다문화사회 통합의 핵심적인 역할이다. 통합은 마음의 문이 열려야 한다. 이 마음의 문을 열 수 있는 것이 ‘이웃 사랑’의 실천이다. 두 번째는 왜곡된 인식의 ‘변화자’로서의 역할이다. 인식의 문제는 다문화사회의 통합에 중요한 부분이다. 세 번째는 영적 접근의 실천자로서의 역할이다. 기독교사회복지가 일반사회복지의 영역에만 치우치면 정체성을 잃을 위험성이 있다. 기독교사회복지는 일반사회복지와 다른 특징으로서 영적접근 즉 성령의 역사를 통한 실천이 가능하다는 것이다. 영적 접근을 통한 실천은 체류외국인들로 하여금 하나님을 만날 수 있는 다리를 놓을 수 있게 된다. 이를 통해 진정한 복지를 실천할 수 있는 것이다. 마지막으로 네 번째는 관계 회복의 실천자로서의 역할이다. 통합은 관계 회복이다. 관계회복 없이 통합이 이루어지길 기대하는 것은 어리석은 기대이다. 관계 회복은 기독교사회복지에서 잘 해낼 수 있는 분야이다. 성경이 관계회복에 많은 가르침을 주기 때문이다. 기독교사회복지의 관계회복의 실천 역할은 다문화사회의 통합의 큰 물결을 만들어 낼 수 있을 것으로 믿는다.
Korean society is moving toward a multicultural society. The term ‘Multicultural society’ generally means a society where various cultures, ethnicities, and races live together. The number of foreigners living in Korea exceeded 2.5 million in 2019. This is 4.9% of the total population of Korea. Generally, when the proportion of foreigners in a country exceeds 5%, it is classified as a multicultural society. If it were not for the “COVID-19” pandemic, it was only a matter of time before the number of foreigners in Korea exceeded 5%. Therefore, it means Korea is on the verge of a multicultural society. The government is making efforts for social integration while welcoming a multicultural society. However, it still does not live up to expectations. It is time for Korean churches to play a role in the integration of a multicultural society. The solution is the practice of Christian social welfare. Therefore, the role of Christian social welfare was presented from four perspectives. The first is the role of practicing ‘neighborly love’. ‘Neighborly love’ plays a key role in integrating multicultural society. Integration requires an open mind. The practice of “neighborly love” can open up the heart. The second is the role of a ‘changer’ in distorted perception. The matter of perception is an important part of the integration of multicultural society. The third is the role of a performer in a spiritual approach. If Christian social welfare is biased only towards the realm of general social welfare, there is a risk of losing its identity. Unlike general social welfare, Christian social welfare has the characteristic that it is possible to act through a spiritual approach, that is, the work of the Holy Spirit. The practice through a spiritual approach allows foreign residents to build a bridge to meet God. As a result of this, genuine welfare can be practiced. Finally, the fourth is the role of a performer in reestablishing positive relationships. Integration is about restoring a good relationship. It is absurd to expect integration without recovering a good relationship. Helping restore positive relationships is an area of strength for Christian social welfare. This is because the Bible teaches a lot about reestablishing relationships. The practical role of Christian social welfare in rebuilding relationships is believed to create a big wave of integration in a multicultural society.
