시민 불복종의 오랜 전통이 발전시켜 온 시민적 저항과 정치적 책임에 관한 폭넓은 이론적 자원은 오늘날 민주주의를 둘러싼 여러 위기 상황 속에서 그 중요성을 새롭게 재조명 받고 있다. 시민 불복종 개념이 시민성을 보다 넓은 지평에서 상상함에 있어 가지는 유용성을 강조하며, 이 글은 다음의 두 문제를 다룬다. 먼저 우리는 시민 불복종 전통의 내적 다양성 및 개념적 개방성을 살펴봄을 통해서 저항의 차원을 통해 형성되고 표출되는 시민성의 복합적 층위에 대한 체계적인 이론적 검토를 진행한다. 다음으로 전장연 이동권 시위의 사례를 통해 ‘시민성’에 대한 우리 사회의 협소한 이해가 정당한 형태의 정치적 저항을 어떻게 억압하는지를 살펴보고, 시민성에 대한 포괄적인 시각이 전장연 시위를 둘러싼 논쟁에 가지는 실천적 함의를 제시한다.
Amidst the multiple crises which are currently confronting democracy, the extensive theoretical resources on civil resistance and political responsibility, developed through the long tradition of civil disobedience, have received renewed attention from democratic theorists. By emphasizing the relevance of the concept of civil disobedience to a broader understanding of citizenship, this paper addresses two issues. First, by examining the conceptual openness and internal diversity of the civil disobedience tradition, we provide a systematical theoretical analysis of the complex layers of citizenship as shaped and articulated through various dimensions of resistance. Next, we use the case of the Solidarity Against Disability Discrimination (SADD) protest to illustrate how legitimate forms of political resistance are suppressed by the narrow understanding of ‘citizenship’ which prevails in Korean society; and then we suggest some practical implications of a more inclusive view of citizenship as it applies to the ongoing debates surrounding the SADD protest.
