농촌 사회적기업의 당면과제는 사회적기업의 주요 활동인 사회적 목적 실현 활동을 바탕으로, 영업을 통한 이윤 추구를 수단으로 하여 지속가능한 자립경영과 기업 차별화를 이루어 지역의 내발적 발전에 기여하는 것이다. 내발적 발전을 위해서는 지역 내 자원의 활용과 지역 내 경제의 순환이 필요하며, 지역 전통자원의 활용은 농촌 사회적기업이 내발적 발전에 기여하는 방안으로서 그 중요성이 있다. 농촌지역의 사회적기업을 주제로 하는 연구는 2010년을 전후하여 집중적으로 나타났으나 지속ㆍ심화되지는 못했으며, 사회적기업과 전통자원의 활용을 관련시킨 연구는 더더욱 부족하다. 본 연구의 목적은 농촌의 전통자원 활용 사회적기업의 운영 현황과 전통자원 활용 현황을 조사ㆍ분석함으로써 지역 경제에 기여하는 지속적이고 자립적인 사회적기업의 육성과 역량 강화에 필요한 기초를 제공하는 것이다. 연구 결과, 농촌 사회적기업은 농림축수산물 재배ㆍ가공, 유통과 농촌체험, 숙박 운영 등의 사업을 복합적으로 수행하는 경향을 보였으며, 취약계층의 일자리 창출 기능과 함께 농업ㆍ농촌의 가치 실현과 지역 자원의 보전ㆍ순환에 기여하고 있는 것으로 나타났으나, 인건비 지원 종료 후 자금조달 방안의 협소함, 사업확장의 어려움을 겪고 있는 것으로 나타났다. 전통자원은 사업규모ㆍ기간에 관계없이 지속적, 전문적으로 활용되고 있었으며 새로운 활용 방법의 창안, 재배방법 및 가공법의 개발, 차별화 등 혁신을 위한 노력과 발굴 의지가 필요한 것으로 나타났다.
An urgent task for rural social enterprises is to contribute to endogenous development by means of sustainable and self-reliant management and differentiated corporate identity. In view of endogenous development, it is important to utilize local resources and to make circulate the economy of the region. It is in this context that the utilization of traditional resources is significant. The purpose of this study is to propose the analysis on the current management status and the utilization of traditional resources in rural social enterprises. The survey shows that rural social enterprises run business in more than two complex fields as like agriculture, food processing, distribution and green tourism, and that their most important role is to create jobs for vulnerable social groups and to preserve the local resources. The outcomes of this study also show that their capital supply plan after the end of the support for the labor costs is too restricted, that the possibility of the expansion of business is limited, and that the traditional resources is utilized in a continuous and specialized ways without reference of business scale and period of business. Finally, the analysis show that the innovation is important in the utilization of traditional resources, for instance, the differentiation, the creation of new applications, the development of methods of cultivation and processing methods.
