Abstract
본 논문은 우크라이나 전쟁 이후 발트 3국의 안보 정책과 군 현대화 사업에 초점을 맞추고, 우크라이나 전쟁을 통해 재래식 전쟁개념이 강화되는 과정에서 발트 3국에 대한 한국 방위산업의 진출가능성을 바라본다. 2014년과 2022년, 두 차례에 걸친 러시아의 우크라이나 침공으로 말미암아 발트 3국은 외적균형 전략으로 나토와 유럽 국가들과의 안보협력을 강화하는 한편, 내적균형 전략으로 방위예산 증대, 징병제 실시, 획득사업을 통한 자국 군사 역량 강화에 주력하고 있다. 한편, 우크라이나 전쟁은 첨단무기에 대한 의존도가 높은 현대 전쟁에서도 재래식 전쟁개념의 중요성을 다시금 강조한다. 곧, 전쟁은 기술적 우위뿐 아니라, 병력확충, 효율적인 보급체계, 무기의 신뢰성과 같은 재래식 요인에 의해 여전히 큰 영향을 받는다. 한국의 방위산업은 이러한 국제 정세 변화 속에서 방산 선진국들의 간극을 채워주는 중요한 역할을 수행하고 있다. 곧, 한국 방위산업은 발트 3국과 같이 제한된 예산에도 전면전을 대비하는 국가에 가격 대비 적절한 성능을 지닌 무기와 탄약을 제공할 수 있다. 또한, 이들의 긴급조달에도 우수한 납기 신뢰성을 바탕으로 전략적 파트너십을 강화할 수 있다.
This research focuses on the defense policies and military modernization of the Baltic States post-Ukraine war. It looks at the potential for the Korean defense industry to expand into these regions amid the strengthening of traditional warfare concepts following the Ukraine conflict. The Russian invasions of Ukraine in 2014 and 2022 have led the Baltic States to reinforce their external balance strategies through enhanced security cooperation with NATO and European nations. Concurrently, they focus on internal balance strategies by increasing defense budgets and conscription, as well as strengthening their military capabilities through acquisition projects. Furthermore, the Ukraine war underscores the continued importance of traditional warfare concepts, even in modern conflicts that rely heavily on advanced weapons. The war demonstrates that technological superiority and factors such as force augmentation, efficient supply systems, and the reliability of weapons significantly influence the outcome of conflicts. Within this changing international security landscape, the Korean defense industry plays a crucial role in bridging the gap between advanced defense nations. Specifically, the Korean defense industry can provide cost-effective weaponry and ammunition suitable for countries like the Baltic States, which have limited budgets yet need to prepare for full-scale wars. Additionally, Korea's reliability in urgent procurement situations offers an opportunity to strengthen strategic partnerships with these nations.
