본 연구는 케냐 정부의 소수종족 정책을 분석하고, 소수종족의 당면과제와 정책 방향성을 살펴보는 것이 목적이다. 케냐는 전체 인구의 20%에 달하는 소수종족이 존재하며, 이들은 다양한 언어, 문화, 전통을 유지하고 있다. 그러나 식민 시대 이후 케냐는 주류 부족 중심으로 정치 경제 제도가 정착하면서 소수종족은 정부의 지원에서 소외되었다. 또한, 소수종족은 빈곤, 자연재해, 멸종위기 등 다양한 과제에 직면해 있다. 케냐 헌법은 소수종족의 권리와 생존권을 보장하고 있으며, 정부는 교육, 의료, 경제활동 지원 등의 정책을 펼치고 있다. 그러나 부족한 국가 재정으로 인해 정책적 지원은 제한적이다. 따라서, 케냐 정부는 소수종족이 처한 빈곤, 자연재해, 멸종위기 등을 해결하기 위한 장단기 정책을 마련하고, 부족한 국가 재정을 보완하기 위한 외부 지원을 확대해야 한다. 또한, 소수종족을 국가의 구성원으로 통합하고, 각 부족의 언어, 문화, 전통을 유지하기 위한 포괄적인 접근이 필요하다.
The purpose of this study is to analyze the Kenyan government's policy on minority groups and to examine the current challenges and policy directions facing these groups. Kenya is home to approximately 20% of the country's population, who maintain a diverse range of languages, cultures, and traditions. However, since the colonial era, Kenya has developed a political and economic system that centers on the majority ethnic group, leaving minority groups marginalized. In addition, minority groups face a variety of challenges, including poverty, natural disasters, and the risk of extinction. The Kenyan constitution guarantees the rights and survival of minority groups, and the government has implemented policies to support education, healthcare, and economic opportunities for these groups. However, limited state resources have restricted the effectiveness of these policies. Therefore, the Kenyan government must develop long-term and short-term policies to address the poverty, natural disasters, and extinction risk facing minority groups. In addition, the government must expand external support to supplement limited state resources. A comprehensive approach is also needed to integrate minority groups into society and to preserve their languages, cultures, and traditions.
