본 연구는 다양성과 포용성의 중요성이 국제사회와 한국 사회에서 더욱 높아지고 있는 가운데, 한국군이 식별한 안보 위협에 대처하기 위해 다양성과 포용성을 활용하여 인력을 확보하는 방안을 제시한다. 미군은 군 내 다양성과 포용성을 향상시키기 위해 소수 집단에 대한 차별을 없애고 그 특수성을 이용하여 작전적 이점을 극대화하며, 사이버 능력을 강화하기 위해 사이버 전사 모집을 다양화하고자 한다. 또한, 모집자의 다양성을 활용한 모집 노력을 강구하고 다문화 역량을 강화하여 인도 태평양 지역에서 전략적 이점을 갖는다. 한국군 또한 현재 및 미래의 안보 위협에 대비하기 위해 다양성을 포용하기 위해 노력해야 한다. 소수 집단을 대상으로 군 복무에 참여할 인재를 적극적으로 유치함으로써 병역자원 감소 문제를 일부 해소하고, 다문화 장병의 다양한 개인적 특성과 경험을 활용하여 해외지역 전문가를 양성하며, 북한의 사이버 위협에 대응하기 위해 병역판정 기준의 다양화를 통해 사이버 전문 인력을 확보하는 노력을 병행해야 한다. 본 연구는 이렇듯 한국군의 다양성과 포용성 논의에 포문을 열었다는 데에 의의를 가진다.
Amid the increasing significance of diversity and inclusion in both international and domestic societies, this research proposes strategies for the South Korean military to leverage diversity and inclusion in securing manpower to address identified security threats. The US military, in its efforts to enhance diversity and inclusion internally, aims to eliminate discrimination against minority groups, capitalize on their unique attributes to maximize operational advantages, and diversify its cyber workforce to bolster cyber capabilities. Furthermore, the US military actively recruits individuals from diverse backgrounds using recruiters and gain a strategic advantage in the Indo-Pacific region by strengthening multicultural capabilities. Similarly, the South Korean military must prioritize diversity and inclusion to effectively confront present and potential security threats. Measures should include actively recruiting and retaining talent from minority groups to alleviate the decrease in conscription resources, fostering multiculturalism to cultivate overseas regional experts, and diversifying conscription criteria to secure cyber professionals in response to North Korea's escalating cyber threats. This study marks the initiation of discussions on diversity and inclusiveness within the Korean military.
