Each regional festival has been tour package or culture product and important element in regional development since a local self-governing system in Korea began in 1955. Cultural activities and development of cultural industry in a country or a region contribute not only to the development of regional economy but also to the development of innovation, creativity and diversity of the people in the region. Vitalization of cultural activities and cultural industry meets the cultural demand of people which is tremendously increasing. It contributes to the quality improvement of living space and helps to Korea's national image. Performing arts claim it.We are searching for a way of improving of and , because we want to make the festivals Korea's performing arts festival. The officials involved the two festivals have been made a great effort to change the two into special performing arts festival and the two festivals have developed a space of international exchange in process of some changes of management style. and have been growing and developing through the effort of the persons concerned, but they have some problems in system, management, programs, advertisement and so on. This thesis is providing three ways for domestic performing arts festival on the base of the problems analysis.Firstly, the number of experts and staff should be increased in part of system and management considering the scale of the festivals.Lots of confusion occurred in the process of the festivals because the personnel of the festival system was formed by a many volunteers and a few regular staff.The few regular staff could not handled the work of the festival. Secondly, the frame of the system should be reasonably reconstructed. In particular, executive office should be reinforced and an artistic director governing the executive office is needed. He/She should have full authority in system management and programme planning. The artistic director should plan festival programme. Furthermore, he/she should plan festival planning and management and controlling the executive part to lead the festival successfully.In part of programme, the performances of domestic groups have been declined comparing those of foreign groups. Examiners and artistic directors are making great efforts to choose good works, but we should the works which are expressing artistry and popularity in accordance with the theme of the festival. Moreover, some new works should be produced.In part of advertisement, we need the aim of advertisement, the growth of advertisement basement, different advertisements between regions, mediums and objects. And we should plan action plans to maximize the effect of the advertisement and practice the plans harmoniously in stages.Lastly, the atmosphere of the festival has not been settled. The concerns are saying that the number of people of the festival has increased. However, the festival is showing a problem in that it has not been the cultural service for people but been the only festival of theater oriented.
