대부분의 공공 과금 체계는 사용량과 비례하게 과금 체계를 적용하고 있다. 그리고 대부분의 공공 과금 체계들은 개편을 통하여 더 나은 과금 체계를 적용하기 위해 노력하고 있다.그러나 개선이 필요한 과금 체계들이 있다. 특히, 계단식 함수로 만들어진 과금 체계는 다음과 같은 문제점을 갖고 있다. 계단식 함수는 구간으로 나누어져 있기 때문에 구간 안에서는 사용량과 비례하게 과금이 적용되지 않는다. 그리고 구간의 경계에서는 어떤 과금을 정해야 하는지가 모호하다. 뿐만 아니라, 구간에 대한 과금 책정에 대한 모호한 기준과 구간의 수를 정하는 방법이 명확하지 않다는 문제점 등이 발생하여 불공정함이 발생할 수 있다.본 논문에서는 국내외 과금 체계를 비교하여 개선할 점을 도출하고 데이터를 기반으로 기존의 과금 체계보다 합리적인 공공 과금 체계를 제시하여 기존의 과금 체계를 개선하는데 기여하고자 한다.
Most public fine systems apply a fine system in proportion to usage. And most public fine systems are trying to apply a better fine system through reorganization.But there are fine systems that need improvement. Among them, the fine system made by the step function has the following problems. Since the cascading function is divided into sections, the charges do not apply in proportion to the amount used in the section. And it is unclear what charge should be made at the border of the section. In addition, there are problems that the method of determining the number of intervals and the ambiguous criteria for the fine in the interval, which may lead to unfairness.In this paper, we aim to contribute to improvement of the existing fine system by deriving points to be improved by comparing domestic and overseas fine systems and presenting a reasonable public fine system based on data rather than existing fine system.
