In this study, the welfare services of local children's centers are not centered on the supplier's plan, but on the consumer-centered basis, it is necessary to provide quality services for children and carers. Therefore, And the level of satisfaction.In this study, we examine the importance and satisfaction level of the program from the viewpoint of the parents who receive the service of the local children's center and the program provider, and use the Importance-Performance-Analysis We want to see the actual policy implications.For this study, a questionnaire was distributed and collected to 200 practitioners and 200 parents of 100 children centers in 204 local children 's centers in Busan Metropolitan City. The study method used frequency analysis, independent sample T test, one - way ANOVA, and IPA matrix analysis.The purpose of this study was to examine the general characteristics of the IPA of the protector for the regional children's center program, second, to examine the general characteristics of the IPA of the workers in the regional child center program, We set up a research question on the difference in the IPA (importance - satisfaction) of the program between the guardian and the worker.The main results of this study are as follows.First, the guardians showed a high degree of satisfaction and satisfaction with the emotional program in their 40s and their mothers. Also, considering the diversity of the program when selecting a local child center, In the case of using a local children's center, the recognition of the importance and satisfaction of the program is high.Second, the respondents showed high level of satisfaction with the program when they were in their 50s, education level of college graduates, and experience of less than 5 years. Especially, emotional support program showed lower average value than other programs, Is required. When the main tasks of the employees are program planning and progressing, the importance of the program and the average of the satisfaction level are lower than other factors, so that the job satisfaction of the employees is low.Third, Protector and Employee Program The IPA Comparison Protection Program establishes five measures to maintain the results to the guardian, guardian, guardian and employee. 본 연구에서는 지역아동센터의 복지서비스가 종사자의 계획대로 이루어지는 공급자 중심이 아니라 소비자 중심으로 이용 아동과 보호자에 대한 양질의 서비스 제공이 필요하기 때문에 수요자가 복지서비스에 대해 무엇을 중요하게 여기고, 어느 정도 만족하고 있는지에 대한 수준을 측정하는 분석을 하고자 하였다. 이에 본 연구에서는 지역아동센터의 서비스를 받는 학부모와 프로그램을 제공하는 종사자의 입장에서 프로그램에 대한 중요도와 만족도 수준을 살펴보고 중요도-만족도 분석(Importance-Performance-Analysis)을 사용하여 지역아동센터 프로그램의 실질적인 정책적 함의를 알아보고자 한다. 이 연구를 위해 부산광역시 소재 204개소 지역아동센터 중 100개 지역아동센터를 비례집락표집 하여 종사자 200명과 학부모 200명을 대상으로 설문지 배포 및 회수를 하였다. 연구방법은 빈도분석, 독립표본T검정, 일원변량분석, IPA매트릭스 분석을 사용 하였다. 이 연구의 목적을 달성하기 위해 첫째, 지역아동센터 프로그램의 중요도 및 만족도에 대한 보호자의 인식을 살펴보고, 둘째, 지역아동센터 프로그램의 중요도 및 만족도에 대한 종사자의 인식이 어떠한지 살펴 본 후 셋째, 지역아동센터 보호자와 종사자간의 프로그램에 대한 IPA(중요도-만족도)에는 어떠한 차이가 있는지를 연구문제로 설정하였다. 본 연구의 주요결과는 다음과 같다. 첫째, 보호자는 연령은 40대, 아동의 어머니에게서 정서프로그램에 대한 중요도와 만족도가 높은 것으로 나타났고, 지역아동센터 선택 시 프로그램의 다양성을 더욱 고려하였고 맞벌이 가정의 아동보호를 위하며, 아동이 희망하여 지역아동센터를 이용하는 경우 프로그램에 대한 중요도와 만족도 인식이 높게 나타나는 것을 알 수 있다. 둘째, 종사자는 연령이 50대, 전문대 졸업의 학력, 경력이 5년 미만일 때 프로그램에 대한 중요도와 만족도가 높게 나타났고 특히 정서지원프로그램은 다른 프로그램에 비해 평균값이 낮게 나타나 정서프로그램에 대한 관심과 연구가 필요하다는 것을 함의한다. 종사자의 주요업무가 프로그램계획 및 진행인 경우가 다른 요소에 비해 프로그램에 대한 중요도, 만족도 평균값이 낮게 나타나 종사자의 프로그램에 대한 직무만족이 낮다는 것을 알 수 있다. 셋째, 보호자와 종사자의 프로그램 IPA 비교에서는 보호프로그램은 일상생활지도, 급식지도, 안전귀가지도가 보호자와 종사자에게 동일한 결과로 지속유지 영역에 나타났고, 5대안전의무교육은 두 집단 모두 중요도와 만족도가 낮게 인식되고 있어 5대안전의무교육의 효과와 필요성에 대한 연구가 필요하다고 본다. 교육프로그램은 보호자에게서 숙제지도와 학교생활관리 프로그램이 점진개선 영역으로 점차 노력이 필요한 항목으로 나타났다. 문화프로그램은 보호자와 종사자에서 항목의 중요도와 만족도가 일치하는 특징이 있는데 관람, 견학, 캠프의 인식을 유지하기 위한 재정적 지원이 필요하다. 정서지원프로그램에 대한 중요도와 만족도 평균값이 타 프로그램에 비해 가장 낮게 나타나 지역아동센터 고유의 장점을 살리는 아동 사례관리와 정서지원 프로그램 강화를 통해 아동 돌봄의 중심으로 지역아동센터가 자리매김 하도록 노력해야 한다는 것을 알 수 있다. 지역사회연계프로그램은 보호자는 복지단체연계가 가장 높은 수준을 나타내고 종사자는 자원봉사활동이 가장 높은 중요도와 만족도를 나타내고 있다. 지역조사와 탐방 항목은 보호자와 종사자가 동일하게 중요도와 만족도가 낮은 것으로 나타나 조정이 필요한 항목이라고 본다.지역아동센터 이용자들이 만족하고 프로그램의 효과성을 높이기 위해서는 다각도의 연구를 통해 프로그램의 실적을 확인하고, 미비한 프로그램에 대한 종사자 교육과, 프로그램 개발, 사업비 진행을 위한 예산이 정책적으로 지원되어야 한다.
