본 연구는 중국의 지방교육행정조직의 개선방안을 탐색하기 위해 교육행정조직과 지방교육자치의 원리 등에 관한 이론적 배경을 조사하여, 북경시 교육위원회와 서울시 교육청 조직의 법적 근거, 조직 및 권한 등을 조사‧비교하였다. 이러한 조사‧비교를 통해 양 지방교육행정조직의 공통점과 차이점을 규명하고, 북경시 교육위원회 조직의 개선을 위한 시사점과 개선방안을 제시하였다. 본 연구의 비교방법은 주로 Bereday의 비교법에 따라 자료의 수집, 자료의 평가, 자료의 병치 및 비교의 순서로 진행하였다. 연구의 구성을 보면 제1장은 서론으로서 주로 연구의 필요성, 목적, 내용 및 방법에 대해 서술하고, 제2장에서는 문헌과 선행연구의 고찰을 통해 교육행정 및 교육행정조직의 원리와 중국과 한국의 교육행정조직, 지방자치제도의 의의 및 원리와 중ㆍ한 지방교육자치제도의 발달 등에 관한 이론과 실제를 기술하였다. 제3장에서는 북경시 교육위원회와 서울시 교육청의 조직과 관련된 법적 근거, 교육위원회 및 교육청 조직의 구성, 권한, 위원회 위원의 임명절차와 임기 등을 비교하여 유사점, 차이점을 서술하였다. 제4장은 본 연구의 결론 및 제언으로 북경시 교육위원회 조직의 개선과 강화를 위해 필요한 시사점과 방안을 제시하였다. 본 연구를 통해 중국 지방교육행정조직과 관련한 법체제는 아직 미흡하고 지방교육행정조직의 민주성, 중립성, 자주성이 충분히 실현되고 있지 못하는 문제점을 볼 수가 있다. 민주적 지방교육행정조직을 갖추려면 중구에서 교육관련 법규제정이 있어야 하고 지방교육행정조직의 민주성, 중립성, 자주성을 확보하고 교육의 과학화와 전문화를 증진시켜야 할 것이다.
The reasonable construction of local education administrative organization has a direct impact on national education development. This research was undertaken in order to put forward the reform and development of the administrative organization of Chinese local education. It analyzed the similarities and differences between Beijing Municipal Commission of Education and Seoul Municipal Office of Education. The Bereday comparative procedure was attempted, The Bereday comparative procedure means materials collection, analysis and evaluation, coordination and contrast. Firstly, this paper introduced China and Korea’s education administrative systems and education autonomy systems. Secondly it analyzed and elaborated the establishment of the legal basis, organization structure and authority power of Beijing and Seoul education departments to conclude the deficiencies of China local education administrative organization. Finally, this paper put forward some improvement suggestions for Chinese local education organization by comparing education legislation, local education of independence, autonomy and the neutral perspective.
