Abstract
With the successful bid of Beijing and Zhangjiakou for the 2022 Winter Olympics, the ice and snow sports industry in Hebei Province has entered a golden period of development, as the host of the 2022 Beijing Winter Olympic Games, Hebei Province faces both opportunities and challenges. Through Literature Review, Field Survey, expert interview, SWOT and other research methods, under the opportunity of the 2022 Beijing Winter Olympic Games, this paper studies the development status, environment, market, advantages and disadvantages, opportunities and challenges of the ice and snow sports industry in Hebei Province Promote Hebei Province ice and snow industry industrial upgrading and industrial structure optimization and then promote the development of regional economy in Hebei Province to form a useful reference. Findings: The Beijing Winter Olympic Games will promote the active consumption demand of ice and snow sports industry and promote the development of ice and snow sports industry in Hebei Province The ice and snow sports become the driving force of the ice and snow sports consumption in Hebei Province, and "culture + tourism" becomes the new hot spot of ice and snow sports consumption. The influence of Beijing Winter Olympic Games on the supply of ice and snow sports industry in Hebei Province mainly includes strengthening the construction of the supply side of ice and snow sports industry; We will deepen the reform of the management and operation mechanism of mass fitness sports, actively build the integration process of Beijing, Tianjin, and Hebei, and optimize the industrial structure of ice and snow sports in Hebei. The Beijing Winter Olympic Games improved the ice and Snow Sports Industry Environment in Hebei Province, and accelerated the improvement and upgrading of the infrastructure in Hebei Province, from the policy, the capital, the Winter Olympics, the science and technology dividend four aspects improved Hebei Province ice and snow sports industry investment environment. The advantages of the Beijing Winter Olympics to the development of the ice and snow sports industry in Hebei Province are mainly divided into two aspects: Internal and external advantages, the transportation is convenient(the railway, the superhighway, the aviation, in the city transportation is developed); the economic strength is abundant, the potential customer source is rich; The field resources disposition idea is advanced, conforms to the tournament idea. The external advantages mainly include the leading role of the provincial Party Committee and provincial government, the ice and snow sports policy, market, technical support, and Winter Olympics ice and snow sports dividend. The internal disadvantages of the development of ice and Snow Sports Industry in Hebei Province are the short development cycle of the industry, the small scale of the whole snowfield, low visibility, lack of brand effect, lack of professional ice and Snow Sports Industry Personnel; The competition own hardware condition limits the ice and Snow Sports Competition Development, the resources system disposition does not have the plan. The external disadvantages mainly include the imperfect development of the ice and snow industry chain and the disadvantages of hardware facilities and software facilities. The opportunities facing the ice and snow sports industry in Hebei Province under the opportunity of the Beijing Winter Olympic Games mainly include the general increase of people's enthusiasm and participation in ice and snow sports, the transformation of the concept of ice and snow consumption, the opportunity for the construction and development of venues and supporting facilities brought about by the Winter Olympic Games; the government attaches importance to, policies will be introduced to support the development of the ice and snow sports industry, increase residents' income, promote ice and snow sports industry consumption, and create a new normal for the ice and snow sports industry with Internet plus. The challenges that the ice and snow sports industry in Hebei Province faces are mainly those of the ice and snow powerful countries abroad and the ice and snow powerful provinces at home, large-scale Games challenge the distribution of resources, the shortage of ice and snow sports market, the development of ice and snow sports industry chain and the scarcity of coaches in ice and snow sports industry. Given the Hebei Province, ice and Snow Sports Industry existence question proposed some suggestions: (1) Strict government guidance, supervision, to avoid disorderly competition; (2) Develop the ice and Snow Sports Industry from various angles; (3) Strengthen foreign exchange, enhance brand awareness and influence; (4) Make full use of resources to train professionals in the ice and snow sports industry. (5) Build the national ice and Snow Sports Industry Cluster Demonstration Point; and (6) "Internet plus" drives the upgrading of ice and Snow Sports Industry.
베이징의 2022년 동계올림픽 유치 성공과 함께 허베이성의 빙설스포츠 산업은 동계올림픽의 개최지로 기회와 도전을 맞이했다. 본 논문은 문헌 자료, 현지답사, 전문가 인터뷰, SWOT 분석 등의 연구 방법을 통해 2022년 베이징 동계올림픽을 계기로 허베이성 빙설스포츠 산업의 발전 현황, 환경, 시장, 우세와 열세 및 기회와 도전 등을 연구하여 허베이성 빙설스포츠 산업의 입지를 위한 지역의 합리적인 발전을 도모하는데 목적이 있다. 이 연구를 통해 허베이성 빙설 산업의 발전과 산업구조의 최적화를 촉진하고 허베이성 지역경제의 발전을 위한 유익한 참고자료를 형성하고자 한다. 본 논문의 연구 결과는 다음과 같다. 첫째, 베이징 동계올림픽은 허베이성 빙설스포츠 산업의 적극적인 소비를 촉진하고 빙설스포츠 산업을 발전시킴으로써 스키장과 빙상장의 수가 해마다 늘어나고 있다. 장자커우 동계올림픽 경기구역을 중심으로 하는 빙설장은 뚜렷한 이점을 기반으로 허베이성 빙설스포츠 소비를 촉진시키는 원동력이 되었다. 또한 '문화+관광' 콘텐츠는 지역 주민들의 빙설스포츠 소비를 위한 새로운 트렌드로 떠올랐다. 둘째, 베이징 동계올림픽이 허베이성 빙설스포츠 산업에 미친 영향은 빙설스포츠 산업 공급 강화 측면이다. 허베이성 문화 소프트파워 향상과 대중적 헬스 의식을 높이고 징진지(京津冀) 일체화의 진전, 허베이성 빙설스포츠 산업 구조의 최적화에 큰 영향을 준 것으로 나타났다. 셋째, 베이징 동계올림픽은 허베이성 빙설스포츠 산업 환경을 개선하고 허베이성 인프라 개선 및 업그레이드해서 정책, 자본, 동계올림픽, 과학기술 배당금 등 4가지 측면에서 허베이성 빙설스포츠 산업 투자환경을 개선했다. 넷째, 베이징 동계올림픽은 허베이성 빙설스포츠 산업의 발전이념을 고취시키고 허베이성 빙설스포츠 산업의 국제화와 규범화를 발전시켰다. 베이징 동계올림픽은 허베이성 빙설스포츠 산업의 시장 운영 체제 보완, 지역산업 협력 가속화, 빙설스포츠 산업 기구 최적화와 비즈니스 모델 구축에 영향을 미쳤다. 다섯째, 베이징 동계올림픽은 허베이성 빙설스포츠 산업 발전에 대한 내부와 외부 강점 두 가지로 나뉘는데, 내부적 이점은 허베이성의 지리적 위치 우월, 편리한 교통(철도, 고속도로, 항공, 시내 교통 발달)이 주를 이룬다. 더욱 구체적으로 인프라 정비, 공공서비스 건설 전반, 자연자원 조건이 우수하며, 장소 자원배치 이념이 앞서 경기 운영 이념에 부합한다. 외부적 이점으로는 허베이성 위원회 및 정부 주도의 역할과 빙설운동 정책, 시장, 기술지원, 그리고 동계올림픽 빙설스포츠 배당금이 있다. 여섯째, 허베이성 빙설스포츠 산업 발전의 내부적 열세는 산업 전개 주기가 짧고 전체 빙설장 규모가 작고인지도가 낮아 브랜드파워가 부족하며, 전문 빙설스포츠 산업 인력도 부족한 상황이다. 더불어 대회 자체의 하드웨어 요건인 겨울스포츠 경기의 발전 지원 시스템 배치는 아직 계획되지 않았다. 외부적 열세는 빙설산업 체인의 발전 미비, 하드웨어 시설과 소프트웨어 시설의 일정한 열세를 포함한다. 일곱째, 허베이성 빙설스포츠 산업이 맞이한 기회는 대중의 눈과 얼음에 대한 열정, 참여의 수준이 높아짐에 따라 눈 소비에 대한 인식이 바뀌고 동계올림픽 경기장 및 부대시설 건설의 발전 기회가 될 것이다. 중국 정부는 빙설스포츠 산업 발전을 지원하는 정책 마련, 주민 소득향상, 빙설스포츠 산업 소비 촉진, 인터넷을 활용한 빙설스포츠 산업의 새로운 변화에 주목하고 있다. 여덟째, 허베이성 빙설스포츠 산업이 직면한 도전은 해외 빙설강국, 중국 국내 빙설강성의 도전, 메이저 대회의 자원배치, 빙설스포츠 시장 육성 미흡, 빙설스포츠 산업 체인의 발전, 빙설스포츠 감독 등이다.
