Abstract
This study employs data envelopment analysis (DEA) to estimate the Research and development(R&D) efficiency of Chinese high-tech industry, including overall technical efficiency, pure technical efficiency and scale efficiency, and analyzes influenced factors by Tobit model. High-tech industry has become a new growth point of the world economy. China, in common with many other countries, has placed great importance on the research and development of high-tech industries. The increasing of R&D result is not only lie on improving investment of R&D but also lie on enhancing R&D efficiency. Therefor it is important to look for factors which can improve R&D efficiency. This study's sample period is from 2007 to 2011. The regions are 28 provinces of China. In order to estimate R&D efficiency full-time equivalent of R&D, intramural expenditure on R&D and expenditure on new products are used as input variables. Patent applications, output value of new products are selected as output variables. And market structure, ownership, openness, foreign direct investment, internet density, are used as external factors in Tobit regression model. Result shows average efficiency of each region lies at the lower level, and annual means of overall technical, pure technical and scale efficiency are around 0.5, 0.7, and 0.8, respectively. Using Tobit model, finding is that environment factors have a significant impact on R&D efficiency. Market structure, internet popularity and transfer of technology have a positive effect on R&D efficiency, while proportion of state-owned companies has a negative impact on that. There is a U-sharped relationship between foreigner direct investment(FDI) and R&D efficiency.
