The present study aims to suggest effective ways to improve operation of the business incubators by evaluating the weight of and Performance with the services provided by the incubators to the live-in companies in an effort to upgrade the quality of support services. For this aim, IPA survey was conducted with the companies that have been provided with the services for more than one year among ten live-in companies in the business incubators of Chonbuk provincial area. A total of 252 questionnaires were distributed to them and, out of them, 135 were collected and used for statistical analysis. The support services of business incubators to be investigated in this study can be divided into such sub-items as technical support service, management support service, administrative support service and financial support service as classified by the operation manual of the business incubators. The weight and Performance of each sub-item was evaluated in this study. As a result of IPA analysis for the sub-item of technical support service, it was made known that the most satisfactory and important items evaluated by the beneficiaries are the provision itself of the support policy, and the support services for marketing and intellectual property. From the IPA analysis of the sub-item of management support service, it was learned that supports for prototype production, technical and design development, consultation as well as test and inspection by experts were evaluated as highly satisfactory and important by the live-in companies in the incubators. The result of evaluation for the sub-item of administrative support service showed that the provision of workspace and security service is rated as the most satisfactory and important issue. Lastly, the provision of information on the policy funding of the related organizations was appreciated to be most satisfactory and important evaluation item in the IPA analysis on the financial support service. With regard to the importance of the support service provided by the business incubators to the live-in companies, the financial support service was rated as the most important. In terms of Performance, the financial support service was also evaluated as the most satisfactory. In conclusion, the support services provided by the business incubators were confirmed to be important factors generally since the study showed that both importance of and Performance with every item of support services reached the level close to 4.0 in all items of support services. From the IPA analysis, the importance of and Performance with each support service item is clearly distinguished from each other. In order to improve the level of support services to be provided to the live-in companies, it was found essential to conduct the systematic management by dividing the services for the urgent major improvement project and the long-term improvement project in accordance with the outcomes of the survey.
본 연구는 창업보육센터의 효과적인 운영 개선방안을 제시하기 위해 창업보육센터가 입주기업에게 지원하는 서비스의 중요도와 만족도를 평가하여 지원서비스의 질을 개선하고자 하였다. 이를 위해 전북지역에 소재한 10개 창업보육센터 입주기업 중 1년 이상 보육서비스를 제공받은 기업을 대상으로 IPA 설문을 실시하였으며, 설문지는 총 252부를 배포하여 135부를 회수하였고 이를 통계분석에 활용하였다. 본 연구에서 규명하고자 한 창업보육센터 지원서비스는 창업보육센터 운영요령에서 분류한 기술지원서비스, 경영지원서비스, 행정지원서비스 및 자금지원서비스의 세부항목에 대한 중요도와 만족도를 평가하였다. 연구의 결과, 기술지원서비스의 세부 항목에 대한 IPA 분석결과 입주기업이 가장 만족하고 중요하게 평가하는 항목은 창업지원정책 제공과, 마케팅지원, 지식재산권 지원 서비스 항목으로 나타났고, 경영지원서비스의 세부 항목에 대한 IPA 분석결과 입주기업이 가장 만족하고 중요하게 평가하는 중요하고 만족하게 평가하는 항목은 시제품제작지원, 기술개발지원, 디자인개발지원, 전문가자문 및 시험검사 지원 서비스 항목으로 나타났다. 행정지원서비스의 세부 항목에 대한 평가결과 가장 만족하고 중요하게 평가한 항목은 업무 공간 제공 및 보안서비스 항목으로 나타났다. 마지막으로 자금지원서비스 항목의 세부 항목에 대한 IPA 분석결과 가장 만족하고 중요하게 평가한 항목은 유관기관 정책 자금정보 제공에 대한 항목으로 나타났다. 창업보육센터가 입주기업에게 제공하는 지원서비스에 대한 중요도 평가결과 가장 중요도가 높게 나타난 지원서비스는 자금지원서비스로 나타났으며, 만족도가 가장 높게 나타난 지원서비스는 또한 자금지원 서비스로 나타났다. 본 연구의 결과 창업보육센터가 제공하는 지원서비스는 모든 항목에서 중요도와 만족도가 4.0 가까이 나타나 창업기업 지원을 위해 중요한 요소임을 확인하였다. IPA분석을 통한 연구결과 각 지원서비스 항목별 중요도와 만족도가 선명하게 구분되었으며 각 영역에 배치된 결과에 따라 중점개선과제와, 장기개선과제로 구분하여 입주기업에 제공되는 지원서비스의 수준을 높이기 위해 체계적인 관리를 해야 할 것이다.
