Abstract
This safety assessment of damaged ships considers environmental conditions, such as waves and wind, which are important in both the design and operation phases of ships. However comprehensive rules or guidelines to conduct such assessments are yet to be developed. NATO and European maritime societies developed certain guidelines for safety assessment of damaged ships. Nevertheless it is still necessary to fully develop and implement rules or guidelines for safety assessments, such as the NSC (Naval Ship Code) of NATO. Prior to considering the safety assessment of damaged ships, available damage scenarios such as damage extents or sea conditions, and the safety assessment criteria must be established.This paper identifies the parameters related to damage by accidents and these are categorized when developing damage scenarios. Collision and grounding are considered as main accidents, and also damage by threats must be considered in case of naval ships. Damage extents can be defined by statistics in the design phases and by all foreseeable cases of flooded compartments in the operation phases. In addition, the importance of damage assessment criteria is discussed, and also its proposed process.Furthermore, this paper has developed a design tool for damage safety assessment, and an onboard support system for decision making, which is used in the operation phases.
