중소 건설엔지니어링 업체의 해외사업 리스크 관리에 관한 연구 : FIRMS 적용성 검토를 중심으로 / A Study on Overseas Project Risk Management of the Small Sized Construction Engineering Company

Abstract
우리나라가 선진국 대열에 들어선 이후 향후 국내 SOC예산은 감소할 전망이다 반면에 세계 건설시장은 매년 약 4~5%의 성장세가 유지될것이라고 전망되고 있다. 이에 따라 정부와 건설업체는 국내시장의 한계를 인지하고 세계시장으로 진출을 강하게 추구하고 있다. 하지만 해외시장은 불확실성으로 인하여 많은 리스크에 노출되어있어 리스크관리에 실패시 회사및 국가 경제력에 미치는 영향력이 매우크다. 특히 전문인력,자금력,해외경험,리스크 관리시스템이 부족한 중소기업에게는 해외시장의 리스크관리를 자력으로 하는것은 매우 힘든일이다. 이에 정부에서는 해외건설협회를 통하여 FIRMS(Fully Integrated Risk Management Systems)라는 프로그램을 통하여 중소건설업체의 해외사업 수행시 리스크관리를 지원해주는 프로그램을 개발하였다. 이에 따라 본 연구에서는 웹기반의 FIRMS를 중심으로 중소 건설엔지니어링 업체의 해외사업 리스크관리 적용성에 대하여 실제 프로젝트 사례를 입력하여 리스크 분석을 검토해 보고 엔지니어링 업체의 전문가들의 설문조사를 통하여 해외사업 리스크 관리에 대한 의견을 들었다. 효용성 검토결과 FIRMS가 리스크관리 경험과 시스템이 없는 중소엔지니어링업체들에게는 유익할 것이지만 발주국/발주자 리스크는 경험이 부족하고, 전문가가 부족한 중소엔지니어링 업체가 입력하기에는 오류가 발생할 확률도 있다는 결론에 도달하였다.따라서 FIRMS의 3개의 대분류 리스크중에서 발주국/발주자 리스크를 정량화 하는 방안을 제시하여 향후 FIRMS가 중소건설엔지니어링 업체의 해외사업 리스크 관리 시스템으로서 효율적인 역할을 할수 있기를 제안해 본다.
After Korea entering Developed country list, it is forcasted that Korea’s SOC budget will be decrese. On the other hand, world’s construction market growth will be maintained 4-5% every year. Accordingly, the Government and the construction companies are trying to enter overseas market to find a solution of domestic market’s limitation. However overseas markets have high risks so if they fail to handle risk management, its side effect will be fatal for the national economy and company’s financial conditions. Especially for the Small and Medium sized Enterprises(SME), which are lack of manpower, capital power, overseas experience and risk management sytem, it is very difficult to manage Overseas market risk by himself. Therefore the Government developed FIRMS (Fully Integrated Risk Management System) through ICAK(International Contractors Association of Korea), to support SME for overseas risk management. Accordingly, In this study risk management method was proposed using FIRMS for the Small and Medium sized construction engineering company. For the study , had put real data into the FIRMS system for the analyzing risk and had performed construction engineer’s survey qustionnaire. After studing I reached that the FIRMS will be very useful risk method if the system updated some parts.In conclusion,this study recommend to change the risk analysis method of FIRMS from qualitative risk analysis method to quantitative analysis method especially in Country risk category. Because the Small and Medium sized engineering company don’t have enough speciallist to judge the correct qualitative country risk factors.
