Abstract
A lily is the most representative bulb flower and also is making the third important role in the flower industry of Korea, following by rose and chrysanthemum. Cut-flowers of the lily are exported mostly to Japan, and the bulbs are imported from Netherlands. But unfortunitely, lily of China is much more increasing to eat into Japan's market recently. Considering all these situations, the Korean lily farmers will be in lots of difficulties to survive as an entity of farm.To overcome this situation, the farmers should find out the best ways to enhance their economic efficiency.This study aimed at analyzing management efficiencies of lily farms by using Data Envelopment Analysis(DEA) and finding the solutions to improve efficiencies.DEA is a non-parametric method of measuring the efficiency of a decision-making unit(DMU) such as a firm or a public sector agency, first introduced into the operation research literature by Charnes, Cooper and Rhodes(CCR) in 1978. More than 2,000 DEA-related articles have been issued until now. Because it is getting easier to use DEA due to developing softwares such as DEAP, DEA-Solver etc.This study used the DEAP Version 2.1 software to analyze the economic efficiencies of 56 lily farmers, and chose the gross income as an output variable and 6 costs for bulb, fertilizer, pesticide, fuel and power, depreciation and labor as an input variables. And it found out the variables influencing the efficiencies by using Tobit regression model.The results are as follows.1. Two kinds of efficiency are analyzed. The CRSTE which means an technical efficiency supposing a constant rate of return is 0.84 and the VRSTE supposing an variable rate of return is 0.901. In other words, it means the lily farmers have 16% of inefficiency coming from total technical aspect and 9.9% of inefficiency from pure technical side.2. 20 farmers are efficient, having the efficiency values equal to 1, but 13 are inefficient, having less than 0.7. And also the income of the efficient farmers is 42% bigger than the inefficient. What the efficient is more profitable means this study has something to do with the real profit of farm. The most efficient farm size is analyzed bigger than 61a.3. The main reason of inefficient farms is to overuse their inputs such as fuel and energy, fertilizers, depreciation, pesticides and so on. So they need to reduce the cost of fuel and energy expecially.4. In the economy of scale, 18 farmers are in a state of increasing return of scale. it means they can improve their capability through the enlargement of their farm size.5. The factors influencing the CRSTE and VRSTE are cost of labor, bulb, and depreciation as a result of Tobit regression analysis.In conclusion, this study is giving an message that 3 costs which are labor, bulb, and depreciation should be reduced to be efficient. But more important point will be how to cut the costs. The labor cost might be in a relation of trade off with depreciation cost, because if labor should be replaced with machinery, it causes to increase the depreciation cost probably. But farmers have to find out the ways to reduce them economically. For the bulb, there is a way to cut the cost gradually through raising the bulb specialized producers using the technology of mother-bulb management. Because they can produce good quality of bulbs massively and provide them with farmers when and how much it is needed at a lower prices.
