Abstract
Purpose: This study applies Kingdon’s (1984) Multiple Streams Framework to analyze the policy-making process for protecting athletes’ rights. It aims to identify the policy’s limitations and propose more progressive policy and institutional directions for the future. Method: A comprehensive analysis was conducted using various sources, including media reports on violations of athletes’ rights, government policy reports, legal documents, draft proposals, review reports, and parliamentary minutes, to derive key findings. Results: The analysis revealed that policy challenges in protecting athletes’ rights predominantly focus on violence, particularly sexual violence, which is exacerbated by hierarchical relationships between athletes and coaches within the sports sector’s insular structure. Although several policy alternatives were proposed—such as initiatives to eliminate sexual violence in sports and the creation of regulations and reporting centers for addressing the sports sector’s major issues—these measures were found inadequate in tackling the root problems of athletes’ rights. Notably, the resurgence of the #MeToo movement in 2019 revitalized the discourse on athletes’ rights, spurring significant government and parliamentary actions and opening a policy opportunity window. Conclusion: Consequently, effective policy measures were adopted to enhance athletes’ rights protection, including the enactment of the revised National Sports Promotion Act and the founding of the Sports Ethics Center as an autonomous body.
