기존 공공임대주택 공급제도를 입주자 관점에서 개편하고자 추진된 통합공공임대주택의 입주가 곧 도래하는 상황에서 통합공공임대주택의 입주민은 기존 임대주택 입주민과 계층의 차이가 큰 만큼 해당 입주민을 대상으로 한 조사가 필요하다. 이에 본 연구에서는 통합공공임대주택 시범사업단지 예비입주민을 대상으로 주거서비스 요구와 이용 의향을 조사하기 위한 목적에서 시행되었다. 자료 수집을 위해 선행연구 등을 토대로 총 76개의 세부프로그램을 포함한 주거서비스 요구 파악을 위한 조사도구를 개발하였고, 이를 토대로 온라인 설문조사하여 총 289명의 유효응답을 수집하였다. 그 결과, 기초생활서비스가 4점 만점 기준 3.16점의 높은 요구도를 보였고, 수요맞춤서비스(2.78점), 생활편의서비스(2.72점)순으로 높은 요구를 보였다. 대부분의 기초생활서비스의 세부프로그램이 평균 3점 이상의 높은 요구를 보인 가운데, ‘안전한 환경조성’에 대한 요구가 가장 높은 요구를 보였다. 응답자들은 서비스 이용 의향이 대체로 높았고, 비용지불 의향도 높아 통합공공임대주택에서는 일정 수준의 서비스를 유료화 하는 것도 가능할 것으로 보였다. 본 연구의 결과는 향후 통합공공임대주택의 맞춤형 주거서비스 개발과 운영방안 수립을 위한 기초자료로 활용될 수 있을 것이다.
With the upcoming move of integrated public rental housing, it is necessary to evaluate the potential residents of integrated public rental housing due to the significant differences in class compared to existing rental housing residents. Therefore, this study aimed to investigate the demands and intentions of potential residents of the integrated public rental housing pilot project complex for using housing services. To collect data, a survey tool was developed to identify housing service needs based on previous studies. Subsequently, an online survey was conducted, yielding 289 effective responses. The results indicated a high demand for basic living services, scoring 3.16 out of 4 points, followed by demand-tailored services at 2.78 points and life convenience services at 2.72 points. The demands of the majority of the detailed programs in basic living services averaged more than 3 points, and the highest demand was for “creating a safe environment.” The respondents were generally willing to use and pay for the services, suggesting the feasibility of offering certain levels of service in integrated public rental housing. The results of this study can be used as basic data for establishing operational plans for housing services in integrated public rental housing in the future.
