Abstract
This study aimed to clarify the transition of activities of civic groups engaged in environmental problems of Nogawa River basin, and to consider their role for forming city landscapes. Analysis were carried from three viewpointsof objects of activity, relations with residents, and relations with administration. Four stages were set up as relations with residents, and three stages were set up as relations with administration. As the result of analysis, the study concluded that activities of civic groups has diversified: At first, there was one type (Administration-Demand type), and it has added two types (Town type, Penetration-Practice type).
