Results: We focused on the difference between the median scale level of competency clusters shown in the competency dictionary and the mean level extracted from the results of this study. The larger the difference between the median and the mean, the higher the performance: it was found to be the element of competency characteristic of a CCNS. As a result, two elements, CSO (customer service) and IMP (impact and influence), are positioned as core competencies, with another two, TW (teamwork and collaboration) and TL (team leadership), positioned as sub-core competencies. Additionally, five complementary competencies are clarified as elements that adapted to the situation and complemented the core and sub-core competencies.
