The location optimization plan was established in 2014 and many local governments have created the plan. However, there are few studies that have examined whether the compact city has realized or not. Therefore, this study aims at examining the changes in distribution of population, land use and residential buildings outside and inside the residence attraction area using data before and after creating the plan in Kumamoto City and Minoh City. As a result, while the population density of residence attraction areas has not been significantly changed, urban areas have expanded to suburbs by residential development.
