Abstract
The Act on Special Measures concerning Urban Reconstruction was amended in 2014, then a municipality must establish “Location Optimizing Plan (LOP)” defining “Residential Inducing Area (RIA)” and transportation network. We focused on Hikone, Higashiomi and Konan City in Shiga Prefecture, which establish the LOP. Using GIS, we overlay the estimated future population and the three flood risk data by Shiga Prefecture on LOPs. We show there are the flood risks inside RIA of three cities. We interviewed the officials of city planning division in three cities. We realize the difficulty between citizen’s right or sustainability of the city and avoiding from the flood risk.
