Entre le IIe s. av. J.-C. et le IIe s. ap. J.-C., le système portuaire de Rome évolue considérablement. Alors que le port d'Ostie se révèle inapte à recevoir les grands bateaux marchands hellénistiques, l'émergence du port de Pouzzoles marque le début d'un triple système portuaire (Pouzzoles, Ostie, Rome) ; mais l'accroissement de la population de Rome et les besoins de l'annone font apparaître les fragilités de ce système, auxquelles les empereurs s'efforceront de faire face, soit en améliorant le parcours entre Pouzzoles et Rome, soit en créant un nouveau port à l'embouchure du Tibre (Portus). Between the 2nd c. B.C. and the 2nd c. A.D., Rome's port system underwent a considerable evolution. While Ostia harbour proved inadequate to the reception of the great hellenistic merchant ships, the emergence of Puzzoli harbour signalled the beginning of a triple port system (Puzzoli, Ostia, Rome) ; but the rise of Rome's population and the requirements of the yearly grain shipsments laidbare the weaknesses of the system, which the Emperors were to try and cope with either by improving the route between Puzzoli and Rome, or by creating a new harbour on the mouth of the Tiber (Portus).
