Abstract
Gesundheitsfördernde Stadtentwicklung ist zu großen Teilen eine freiwillige Aufgabe der Kommunen. Die Spielräume für solche Aufgaben sind in den Städten und Gemeinden gering. Große Bedeutung kommt deshalb Förderprogrammen und hier insbesondere der Städtebauförderung zu. Sie bietet mit ihren verschiedenen Teilprogrammen (u.a. Soziale Stadt, Stadtumbau) vielfältige Potenziale zur Finanzierung von Maßnahmen gesundheitsfördernder Stadtentwicklung. Programmübergreifend bestehen Potenziale vor allem in den Bereichen Klimaschutz und Klimaanpassung, Bewegungs- und Mobilitätsförderung im Stadtquartier, Schaffung von Grün- und Freiräumen und Unterstützung partizipativer Prozesse. Je Teilprogramm gibt es darüber hinaus spezifische Potenziale. Um die Potenziale der Städtebauförderung für eine gesundheitsfördernde Städtebaupolitik nachhaltig nutzen zu können, bedarf es einer ausreichenden und dauerhaften finanziellen Ausstattung der Städtebauförderprogramme und genügend finanzieller Spielräume der Kommunen, um den erforderlichen Eigenanteil für die Förderung aufzubringen. Da der Einsatz von Städtebaufördermitteln auf investive Maßnahmen beschränkt ist, sind zudem zur Finanzierung sozial-integrativer Maßnahmen entweder ergänzende Partnerprogramme oder aber die Weiterentwicklung der Städtebauförderung - insbesondere des Programms Soziale Stadt - zu einem integrierten Programm erforderlich, mit dem alle Maßnahmen für eine gesundheitsfördernde Stadtentwicklung aus einem Topf finanziert werden können.
Health-promoting urban development is a largely voluntary task for any communal administration. Financial scope for such tasks is limited in both cities and municipalities. Hence funding is of pivotal importance, in particular subsidised urban development, which has various subprogrammes (Soziale Stadt, Stadtumbau) with manifold potential for financing health-promoting measures. Across programmes, potential exists especially in the fields of climate protection and adjustment to climate change, promotion of physical activity and mobility in city quarters, creation of green and open spaces, and promotion of participatory processes. Depending on the individual subprogrammes there may be further potential. Sustainable use of urban development funding can ony be made with adequate and long-term financial resources for corresponding programmes and sufficient financial leeway for communities to fund the required co-payments. Since urban development subsidies are confined to investment, both social and integrative measures must be implemented either through complementary partner programmes or by transforming subsidised urban development projects into integrated programmes comprising all measures related to healthpromoting urban development and financed from one single fund.

With its various sub-programmes (e.g. Social City, urban redevelopment), it offers various potentials for financing measures for health-promoting urban development. Across the program there are potentials, especially in the areas of climate protection and climate adaptation, movement and mobility promotion in the city quarter, creation of green and open spaces and support for participatory processes. There are also specific potentials for each sub-program. In order to make sustainable use of the potential of urban development for a health-promoting urban development policy, sufficient and permanent financial resources are required for the urban development programs and sufficient financial scope for the municipalities to provide the necessary own contribution for the funding. In addition, as the use of urban development funds is restricted to investment measures, either additional partner programs or the further development of urban development - especially the Social City program - into an integrated program that can finance all measures for health-promoting urban development from a pot are necessary to finance socially inclusive measures.
