Now Korean society shows absence of communication, and is in the period of vicious cycle where reform commits lawlessness. This study suggests applicability of Yulgok's social recognition to the 21st century - Yulgok contemplated about era's pain, and tried to communicate and reform. There is diagnosis that our society has disease of communication disorder. The diagnosis is same regardless of ideology and difference in position. But as prescription to diagnose and treat the disease is different each other, state of absence of communication occurs. When having retrospection on Im-jin invasion, his patriotism, keen recognition about reality, and keen insight to foresee the future are virtuous values which present political leaders can model. Table of contents for this study are communication/reform discourse, theory and practice of communication/reform, social thoughts of communication/reform, and certainty theory and the 21st century of communication/reform. But Yulgok's efforts for communication were not so successful. Only the spirit of public welfare and benefiting the public in his reformation theory through communication/reform can be alternative in innovating our bold law, bold bad law of our complicated reality. Yulgok suggested national policy and public opinion/ communication and politics based on public opinion/ ethic for official position of selection of fit persons/ security and policy to strengthen national defence as prerequisite for realizing Daedong, utopia. This Yulgok's social recognition of communication/ reform is suggested as applicability of ‘pragmatism’ and ‘efficiency’ in the 21st century.
