Abstract
The purpose of this research were to compare and analyse the details on time-sharing job plan in three countries, German, Netherlands, and South Korea in focusing allotment, finances, pay, the delivery system introduced by Gilbert and Terrell, to examine main issues facing on time-sharing job plan in the current situation, and to try to find a solution for the issues examined to improve. This research would make clear the roles of time-sharing job plan as a part of employment policies which are considered the solution for employment issues. The finding of this research are followed: For the target salaries, time-sharing job plan has effectiveness in the financial and social aspects. In consideration on the payroll forms on time-sharing job plan, South Korea has a social control form of delivering service which does not offer freedom of choice with the requirement of certain restrictions and condition for receiving the support fund while German and Netherlands allow freedom of choice. In the aspect of the delivery system, time-sharing job plan emphasizes the efficiency which is a feature of the collectivism over the freedom of refusal as a feature of individualism. In the pay aspect, the plan requires the responsibility to the central and local governments both.
