Abstract
17) This study analyzes the impact of the PRIME project on the constitutional improvement of PRIME project-selected universities to strengthen student career competencies and resolve manpower mismatch. Another purpose of this study is to evaluate the degree of achievement of the target through the analysis of the employment rate, which is the original policy goal of the PRIME project. We tested the differences between the employment rate and indicators related to the improvement of the constitution of the selected universities, such as educational conditions before and after financial support. Also, we examined the difference between the indicators of PRIME project-selected universities and those of the comparative group (non-selected universities) which extracted using the PSM method. The result is as follows. First, during the PRIME project support period and post- performance management period, the constitution of PRIME project-selected universities improved, and among the six indicators, students' educational expenses and scholarship indicators improved significantly. Second, it was found that the PRIME project had a positive effect on the constitutional improvement of not only selected universities but also non-selected universities. Third, the employment rate of graduates of PRIME project-selected universities did not change significantly during the PRIME project support period, but it was analyzed that the post-performance management period was lower than before financial support. This study provides implications with the stakeholders of the Ministry of Education and universities, etc., in that it confirmed that the PRIME project had an impact on improving the constitution of universities required to achieve educational outcomes of selected as well as non-selected universities. In addition, it is significant in that it suggests that additional efforts are needed for the PRIME project-selected universities to complete the implementation of the original plan during the remaining post-performance management period by interim inspection of the employment rate index.
