Abstract
This study presents a qualitative analysis of the Binh Duong Smart City project in Vietnam, integrating big data analysis with an examination of government news and documents. The research highlights key development strategies and government initiatives in creating a smart, sustainable urban environment. Central to the analysis are the city's deployment of free public WiFi and advanced IT infrastructure, development of an innovation ecosystem through Techlabs and Fablabs in educational institutions, and the establishment of business incubators for nurturing startups. Additionally, the city's response to the COVID-19 pandemic and its impact on urban development strategies is explored. Crucially, this research employed Latent Dirichlet Allocation (LDA) topic modeling, leading to the creation of seven distinct topics. These topics encompass urban development and sustainability, development of technology-focused industrial parks, smart community creation, governmental and administrative strategies, international collaborations, and comprehensive government initiatives in smart city development. The findings provide a nuanced understanding of the multifaceted approach taken by Binh Duong in its journey towards becoming a smart and sustainable city, offering valuable insights for urban development strategies both locally and internationally.
