Abstract
Currently diverse higher education reforms to raise financial efficiency and to improve educational competitiveness have been introduced and spread in many countries. The distinguishing features of these reforms are privatization, deregulation, managerialism and performance-based financial investment, etc. These changes in higher education reflect other public sectors' policy reform and changes which have been accelerated by globalization. Higher education policies in Korea has followed the trend since the mid 1990s. Based on policy principles, such as, diversification and deregulation, many policies to restructure higher education system have been introduced in order to meet the challenges from globalized world economy and to improve the structural weakness of the Korean higher education system which fixed during the period of rapid higher education expansion. However, higher education reform policies for the last ten years have caused many new problems and conflicts to Korean universities and higher education system along with the general issues accompanied by the changes of higher education influenced by globalization. In this context, I examined the major higher education reform policies of Korea for the last ten years in the general context of globalization, and analyzed higher educational issues and problems caused by the reform policies, and suggested future policy direction for higher education reform.
