Abstract
The purpose of this study is to analyze the pledge fulfillment(total fulfillment, partial fulfillment, total non-fulfillment) of the Park Geun-hye Government, based on reflection of the educational campaign pledge to the Ministry of Education’s report, during her four-year tenure after being elected as president. Furthermore, we analyze microscopically the policy implementation process by searching the newspaper. According to the results, the Park Geun-hye Government has produced a number of partial fulfillments and total non-fulfillments in spite of the fact that the educational campaign pledge that was released by the commission on presidential transition. In particular, the pledge for higher education has been relatively less implemented than the pledge for elementary and secondary education. The results were attributed to noncompliance of stakeholders or educational interest groups. Teacher organizations, the media, civic groups, school parents and fields of schools affected the policy by raising objections, while the government made an effort to fulfill the campaign promises. Based on the results, we suggest that the pledge fulfillment of a government should be estimated, including policy implementation process. In addition, objective analysis standards are also needed.
