Abstract
The purpose of this study is to examine the actual state of recent SSM launching in Korea and a SSM amendment passed in the National Assembly in 2010, and present win-win methods. First, policies to help all stakeholders cooperate and ultimately protect small retailers should aim at competition promotion for small retailers to promote their own advantages, be in distinctive competition with SSM, and provide a variety of selection opportunities for consumers rather than SSM regulation. Second, an amendment of the special law on the promotion of traditional markets and shopping streets is needed to promptly introduce a system for promoting local commercial supremacy which contains an executive organization, professional personnel, and financial resources to manage the policies systematically. Current conflicts between SSM and small retailers ∙ small-scale businessmen in our society may not be solved by SSM regulation to protect small retailers. Third, the policies should help small retailers promote their own advantages, be in distinctive competition with SSM, and provide a variety of selection opportunities for consumers. For this, it is necessary to strengthen price competitiveness through joint purchase, products development, and sales promotion by cooperation between small retailers and attract consumers by extraordinary service. Fourth, winning in competition with SSM depends on small retailers' determination to develop for consumers' convenience. They should explore how to "seek and practice their own methods", try to find their problems by themselves rather than blame others and examine their solutions, and take a developmental attitude. Fifth, it is necessary to give priority to consumers to review their purchase patterns and create a small retailers' unique system not to yield to SSM which uses a huge discount store system. It is helpful for them to be free from a keen competition structure of huge discount stores vs small retailers. Finally, the government should take several actions for the win-win of small retailers, large enterprises, and consumers. For example, the actions may include diversified supports for facilities modernization for small retailers to have competitiveness such as modernization of traditional markets and regulation of huge distributors within the range of not limiting competition.
