Abstract
The important role of the transmission infrastructure in the development of the internal electricity market is the main issue in this paper. The key question is how to get the former national entities to broaden their scope, thus including the values that trades across former “closed” borders may realize into the decisions of operations and planning. Further, we discuss the institutional setting in information disclosure and procedures for choosing infrastructure projects in a manner that consistently can reduce regulatory risks for stakeholders other than the Transmission System Operator (TSO). We try to exemplify the importance and tools of changing governance, making it aimed at accommodating a path towards the sustainable integrated European electricity market.
