Abstract
The System Operator (SO) is an authority responsible for the secure operation of the power system and in this way, the SO has to obtain or procure some services that maintain a balance between generation and demand in any electricity market environment. These services are termed as an Ancillary Services (AS). Therefore the management of all these services are considered as a specific function of the SO. This paper discusses the competitive procurement of Operating Reserve (OR), as one of the important AS, in deregulated power sector. The paper investigates several approaches and pricing mechanism employed in procuring OR. In addition, some proposals for revising the design and implementation of these markets will be mentioned in conclusions.
