Abstract
This paper presents the procedure to interconnect an exempt power plant (power plants that are smaller than 0.5 MW in net capacity) to participate in the wholesale electricity market represented by a provider of qualified services. This procedure has been developed based on the coordination of the main entities that regulate and operate the wholesale electricity market to overcome the shortcomings of the recently implemented legislation that regulates the electric industry. A series of activities and procedures were proposed based on interpretation of the applicable legislation by the different areas of the National Center of Energy Control (CENACE, acronym based on the name in Spanish). These procedures were consulted with other departments that could be affected, feedback was considered in a participatory approach until a final procedure was developed. The final procedure was informed to the provider of qualified services to facilitate the registration and clearance of the power plant. This procedure aims to serve as a proposal to improve the “Manual of Interconnection of Power Plants of Less Than 0.5 MW in Capacity", in accordance to the third transitory article that allows to modify its own dispositions based on the proposals of CENACE coordinated with the energy distributor and ratified by the Energy Regulation Commission (CRE, by its initials in Spanish)
