Abstract
The paper gives a brief review on the OTT-based television service. Based on a disruptive technology, OTT Television becomes an indispensable facility for its counterpart digital television broadcasting and IPTV. Not only reviewing the great advantages of the OTT technology, an attempt to improve the Quality of Experience for the service is also presented in this paper. A perspective enhancement is comprehensively studied to further tune-in the adaptive streaming as well as to warrant the better quality with the same resource requirements. We develop a full system based on this idea. The system is named Temporal-Spatial OTT (TSOTT) after the fact that it variates the content-bitrate according to the temporal and geo-locational data of requesting clients. The experience with this TSOTT system is encouraging in term of performance and financial efficiency.
