Abstract
Nowadays, the number of government bodies website used as an information portal is increasing rapidly. However, there are many aspects causing websites could not be accessible as it is intended. To identify the problems LWBA (Light Weight Because Analysis) Method can be employed. The problem of availability of e-government website can be solved with development of service monitoring. The service monitoring must be able to meet the QoS (Quality of Service) measurement criteria: availability, reliability, and security. In addition, the service monitoring must also be able to take measurements and testing of several different places. Through this research, developed an agent-based monitoring system that has been tested to some government sites. Agents work independently and communicate each other and with the control center with the service mechanism.
