Abstract
As an effective means of transition in the electricity market, direct or indirect load regulation can effectively transfer peak loads and achieve stable operation of the power grid. In this context, this article establishes a value index system for load regulation based on actual business needs such as power maintenance, rotating breaks, timing errors, and peak avoidance, taking into account user characteristic indicators and static indicators. Specifically, a quantitative method for load regulation potential based on improved grey target prospect theory was proposed. This method utilizes grey target theory to process the decision matrices under various potential indicators, and combines prospect theory to quantify user regulation potential, obtaining the maintenance, rotation, timing, and peak avoidance potential of each user. Finally, the fuzzy evaluation method is used to comprehensively evaluate the regulatory value of users. The actual calculation example shows that the indicator system and evaluation method are reasonable and effective.
