Mobilising Voluntary Action in the UK: Learning from the Pandemic. :40-60

Abstract
The COVID-19 pandemic in England in March 2020 followed a decade of challenges for voluntary organisations and volunteers created, in a large part, by policy choices and relationships – or lack thereof – of successive Coalition and Conservative governments. Most significant were cuts to national and in particular local government funding which meant that the capacity of the sector to mobilise and inspire volunteers was put under severe pressure. With this backdrop, this chapter explores how volunteers and the organisations they volunteer with in England weathered the pandemic, pausing projects, innovating and forging new alliances to meet the massive need created and exacerbated by the spread of COVID-19. It does so by drawing on research conducted with voluntary sector infrastructure bodies and volunteer involving organisations in the public and voluntary sectors.
The COVID-19 pandemic transformed the landscape of voluntary action. Some volunteering projects had to be paused, while others were delivered in different ways, but across all four UK nations large numbers of people began volunteering for the first time.This book provides an overview of the constraints and opportunities of mobilising voluntary action across the four UK jurisdictions during the pandemic.
