地区研发人员和经济水平及人才法规关系分析 / An Analysis of Regional R & D Personnel’s Relationships with Economic Development and Talent Regulations

Abstract
我国地区研发人员的GDP集中度小于0.2,整体遵循经济水平分布,其数量与对应经济水平显著相关,并且两者之间有很强的线性函数关系,而与对应人才法规数相关性并不显著。动态地看,研发人员遵循地区经济水平分布程度逐步有所减小,其与对应地区经济发展同步趋势逐渐增强,同时与对应法规数相关性也逐渐显现。这些在一定程度上说明,地区研发人员发展在主要受经济水平影响的同时,其他因素如人才法规因素逐渐发挥作用。
Chinese regional R&D personnel’s GDP concentration ratio is less than 0. 2,fitting in with the economic development pattern as a whole;the quantity of R&D personnel is notably correlated with the level of economic development,their linear functions relationships are evident;whereas its correlation with the quantity of the related talent regulations is not evident. Progressively looking, R&D personnel’s correlation with local economic development distribution level is becoming smaller,its synchronization trend with re-gional economic development is becoming stronger,while its correlation with related talent regulations is gradually emerging. To a cer-tain extent,these findings reveal that regional R&D personnel development is mainly affected by the economic development,while other factors,such as talent regulations,are becoming more influential.
