中国国有林场的森林资源产权制度改革相对滞后,与现有市场经济发展要求不相适应,制约了国有林场经济和社会发展,致使国有林场的森林资源大量流失.完善国有林场的森林资源产权保护体系、健全国有林场的森林资源管理制度,是从根本上加强国有林场森林资源管理、保证国有林场长远发展、提升国有林场发展后劲的基本前提.对国有林场的森林资源产权化概念进行界定,并对其产权现状、产权管理存在的问题、产权制度设计的目标与原则等问题进行了深入研究,提出完善国有林场森林资源产权化制度的建议,以期为中国国有林场森林资源产权制度改革提供理论借鉴.
The reform of the forest resources property right system in the state-owned forest farm in China is relatively lag-ging, which is not compatible with the development requirements of the existing market economy, which has restricted the e-conomic and social development of the state-owned forest farm and led to a large loss of the forest resources in the state-owned forest farm. Perfecting the property right protection system of state-owned forest farms and improving the forest re-sources management system of state-owned forest farms is the basic prerequisite for fundamentally strengthening the manage-ment of forest resources in state-owned forest farms, ensuring the long-term development of state-owned forest farms and en-hancing the development stamina of state-owned forest farms. The problems of the definition of the concept of the property right of the state-owned forest farm, the present situation of the property right, the problems of the property right manage-ment, the goal and the principle of the property right system design were studied, and the suggestion of improving the prop-erty right of the forest resources of the state-owned forest farm were put forward, in order to provide that theoretical refer-ence for the reform of the property right system of the state-owned forest farm in China.
