认同是科技奖励系统的动力机制,以全国性学会为主的一流科技社团奖励代表着中国非政府科技奖励的较高水准,但外界对其认同程度远不及政府科技奖励,因此限制了科技社团奖励作用的发挥.结合以认同为基础的组织合法性理论,从奖励地位、奖项设立、奖励评审及效应几个方面比较分析国家、行政部门、科研人员和其他社会公众对政府科技奖励与科技社团奖励的认同度,发现不同主体对两种奖励之间的认同度存在互斥与互补并存的非均衡特点.这反映出政府通过法律认同层面的设奖主体地位压制、行政认同层面的设奖权力限制以及社会认同层面的制度高压与功利诱导挤压了科技社团奖励的生存发展空间的问题.基于此,可以加强非政府科技奖励的协同性、社会性、价值性和有效性以提升其外界认同度,进而扩大科技社团等社会力量在科技奖励中与政府互补与共治的空间.
Identification is the dynamic mechanism of the reward system.The first-class science and technology association awards dominated by national societies represent the higher level of non-governmental science and technology awards in China.However,it is far less recognized than the science and technology awards dominated by the government,thus limiting the functions of science and technology awards dominated by the societies.Based on the theory of organizational legitimacy in Chinese context,this paper comparatively analyzed the identification of the nation,administrative departments,scientific researchers and other public on the science and technology awards dominated by the government and that dominated by national societies from the aspects of award status,award establishment,award evaluation and effects.It is found that the degree of identification between different subjects is both mutually exclusive and complementary.This reflects that the government has squeezed the survival and development space of science and technology awards dominated by societies through the suppression of the status in the legal legitimacy level,the restriction of award-setting power in the administrative legitimacy level and the institutional pressure and utilitarian inducement in the social legitimacy level.Based on these,the synergy,sociality,value and effectiveness of non-governmental science and technology awards can be strengthened to enhance their external identification,and then expand the space for social forces such as science and technology associations to complement and co-govern with the government in science and technology awards.
