Abstract
中国式现代化是全面推进中华民族伟大复兴的道路,既有各国现代化的一般规律和共同特征,也有基于中国特色的实践内涵,体现为"五位一体"的内容全面性和并联叠加、均衡发展的时空演进性.中国式现代化面临发展与均衡两大维度的现实挑战,决定了高质量发展是推进中国式现代化的首要任务.发展数字经济是实施创新驱动高质量发展战略的核心抓手,构成推进中国式现代化的新动能,有利于构建中国式现代化的高质量发展格局和高质量发展体系,提升中国式现代化的全要素生产率,为中国式现代化增添高质量发展新动力.创新发展、协调发展和开放发展构成做强做优做大我国数字经济的战略路径,能够全面提升中国式现代化的竞争优势,巩固中国式现代化的均衡优势,彰显中国式现代化的制度优势.
The Chinese path to modernization is a new way of promoting the great rejuvenation of the Chinese nation,which not only presents the general patterns and common characteristics of modernization of various countries,but also has practical connotations based on Chinese characteristics.It embodies the comprehensive content of"five in one"and the space-time development of parallel superposition and balanced development.The Chinese path to modernization faces the realistic challenges of development and balance,with the development challenge mainly arising from the dilemma of development momentum and the transformation of the development system.The balance challenge is manifested in the disharmony in industrial and regional development,the conflict between economic development and ecological environment,and the imbalance in the distribution of development results,which determines that high-quality development is the primary task of promoting the Chinese path to modernization.It is an important means to promote the Chinese path to modernization with the quality transformation,efficiency transformation and power transformation of development.The development of the digital economy is the core way of implementing the strategy of innovation-driven high-quality development,and it is a new impetus for promoting the Chinese path to modernization which can be further illustrated as follows.(1)Digital economy promotes the construction of a new system of high-quality development of the Chinese path to modernization,and it connects domestic and international dual circulation through the dual effects of efficiency improvement and structural optimization.(2)Digital economy promotes the modernization transformation and upgrading of the industrial system from four aspects:the new pattern of industrial development,high-end competitiveness,industrial organization integration and green development mode.This drives the construction of a new high-quality development system of the Chinese path to modernization.(3)Based on the"frontier expansion"growth logic brought about by technological change and factor quality improvement,and the"efficiency improvement"growth logic brought about by improving resource allocation efficiency and structure optimization,the digital economy has become an important strategic choice for improving the total factor productivity of the Chinese path to modernization.(4)Digital technology is reshaping the paradigm of technological innovation and redefining the essence of innovation from three aspects:processes,capabilities and results,so as to provide a new driving force for high-quality development for the Chinese path to modernization.Innovative development,coordinated development and opening-up development are the strategic way to strengthen,optimize and expand the development of the digital economy.Innovative development of the digital economy is conducive to the construction of a self-reliant digital innovation system to enhance the key capabilities of digital China,create a new path for the deep integration of the digital economy and the real economy,and strengthen the foundation of the real economy for the Chinese path to modernization.It will comprehensively enhance the competitive advantage of the Chinese path to modernization.The coordinated development of the digital economy can accelerate the integration and development of the modern industrial system,promote the coordinated development of different urban and rural regions,build a new paradigm of shared development,and create an ecologically inclusive green development economic system.This will consolidate the balanced advantages of the Chinese path to modernization.The opening-up of digital economy development will help converge the digital resource base and integrate strategic scientific and technological forces,consolidate the digital"foundation"for modernization,build an open digital economy ecosystem,and participate in global digital governance at a higher level.This will highlight the institutional advantages of the Chinese path to modernization.
