Abstract
Research data is obtained from claims of contracted pharmacies in Taipei city and Taipei County in 1997. Claims of the first two months of 1997, before the separation of dispensing practice from medicine practice (SPMP), were defined as pre-test data; those of July to December were defined as post-test data. Claims in Taipei City were defined as experiment sets; while those in Taipei County were as control sets. Also the stratification variables were the specialists, length of medications, geographic areas, and kinds of claims. Dependent variables were the amount of claims, medication expenditures, number of medications, daily tablets and capsules, and daily cost of treatment. Descriptive analyses for variables after stratification were performed in order to study the trends of medication after SPMP. Results showed after SPMP, released prescriptions for short days surged from 644 to 88,288, 137 times of growth in Taipei city. Prescriptions for chronic diseases increased from 2610 to 2,752, 2.6 times of growth in Taipei City. Although Taipei County was not enacted in March of 1997, claims were increased steadily. The gaps for dependent variables were also decreased between claims in Taipei City and Taipei County for length of medication as 0.54; numbers of daily medication as 0.17; and daily tablets as 0.53. This indicates in immediate impact upon the policy practiced. In general, SPMP decreased the length of medication, numbers of medication, total tablets, daily tablets, daily cost, and the cost per tablets as well as the total expenditures.
