Abstract
On November 4, 1941, the Japanese army launched a germ warfare in Changde, Hunan. At that time, the Kuomintang General Xue Yue and the Japanese army launched the first and the second Changsha battles, defeating the Japanese army. The location of Changde is very important for Changsha as it is the main granary, cotton warehouse and hinterland. As a result, Changde became a major target for the Japanese army. Due to the inability to separate troops from Changsha, in November 1941, the Japanese army launched plague bacteria on Changde. Seven weeks later, the Japanese army launched the third Changsha battle. At this time, Changde was suffering from the bacterial warfare, and the plague outbreak was unprecedented. At least 7,643 compatriots had lost their lives. There were also tens of thousands of fellow citizens who had been infected and displaced. Due to the excessive conservativeness of the National Government, the Japanese army's maleficence to launch the germ warfare and the following outbreaks had not been declared until the death cases had been confirmed, which delayed the optimal timing for the prevention.
