Abstract
In response to the impact of low birthrate and the lack of public education and security services, the Ministry of Education has put forward countermeasures for the implementation of policies for kindergartens. In August 2018,《The Ministry of Education promotes and subsidizes the cooperation between local governments and private education and insurance service institutions to provide Quasi-public education and education services. 》was scheduled. It is hoped that through the cooperation between the government and private children, it is hoped that under a certain quality, affordable education and insurance services can be expanded, parents' burdens can be reduced, and the fertility rate can be increased. Private kindergartens meet 6 requirements, including 'Amount of Fees', 'Wages of Teachers and Teaching Care Workers', 'Basic Evaluation', 'Public Safety of Buildings', 'Teacher-Teacher Ratio', and 'Quality of Teaching Care Service'. After verification and signing a cooperation contract with the government, it became a 'Quasi-public kindergarten'. However, since the implementation of the quasi-public policy, parents seem not to pay, so that the fertility rate has not achieved the desired increase. This research provides kindergarten management direction and strategies through parents' expectations. The study found that education level, occupation, source of household income, and total monthly household income have significant differences in monthly tuition budget; There are significant differences between children and females in educational concepts and teaching methods; gender and number of children have significant differences in campus environment, equipment, and transportation convenience. Research has shown that if Quasi-public kindergartens value and provide talent classes with professional teachers, they will surely attract parents. Non-quasi-public and private kindergartens, under the condition of relatively high monthly fees, can provide a good campus environment and equipment, as well as talent courses for professional teachers, and can also attract the attention of high-income families.
