Abstract
A chapter from the book "Revisiting Tertiary Education Policy in Jamaica: Towards Personal Gain or Public Good?" is presented. The chapter deals with the public and private gain in higher education in Jamaica. It defines public gain as those that are non-rivalry in consumption and are non-excludability while private gains are those otherwise. It discusses issues such as the public good content of higher education and importance of vigilance in relation to liberalization of higher education.
