Abstract
The article presents a case study of a government research contract negotiation in Australia and the role of universities in promoting open enquiry. It highlights the suppression clauses in university health research as well as highlights the effort of the governments to control the conduct and reporting of public good research. An analysis of the negotiation process is provided, along with a recommended research agenda for investigating the causes and implications of such practices.
