Abstract
The article focuses on financial services company Citigroup's efforts to exit the U.S. Troubled Asset Relief Program (TARP). The bank owes the U.S. government $20 billion in funds from TARP. Citigroup has been designated by the government as a bank that needs exceptional assistance, which has caused the government to limit its executive compensation, putting them at risk for losing skilled traders and bankers.
