Abstract
The article discusses the authors' views on the controversial impact of unclear draftsmanship in the amended provisions of the Federal Water Pollution Control Act of 1972. They think that the vague procedural structure may affect the implementation of the pollution control law. The authors believe that the controversy can delay the achievement of the objectives of the law and can impose a challenge on the Courts of Appeals and the Supreme Court.
